About Dave Napier

Why am I running for re-election?

It has been an absolute honor to serve the people of West St. Paul as their Mayor for the past year and a half. My lifelong engagement in our community, and almost 8 years on the City Council has prepared me to lead the City for a second term. We have so much more to accomplish.

While declaring two “State of Emergencies” in my first term, I realized how Emergency Response Training prepared me to lead the City through both the Covid-19 pandemic and the unrest in the Twin Cities. Continually monitoring the ever-changing pandemic challenges while following the State of Minnesota and CDC guidelines will enable us to adapt to the new environment. I will continue to work with local businesses to understand the impacts on their daily operations and how we as a City can help.

If re-elected in November, I will continue to lead with experience, operational knowledge, and passion for our community. I will continue to involve our residents and develop strategic initiatives through neighborhood listening sessions. We learned so much through this community engagement process and I encourage everyone’s participation.

I will use my leadership experience to continue to move our City forward.

I am asking for your vote on August 11th and again on November 3rd. We are much STRONGER TOGETHER!

What is my vision for West St. Paul?

  • Monitor the city’s operational and capital improvement budgets to allow our annual tax levy to be kept to a minimum.
  • Lobby our State Legislators to provide additional funding for West St. Paul.
  • Continue to improve the city’s streets to better reflect the quality of our city.
  • Collaborate with School District 197 to highlight the quality of our educational system.
  • Continue to host neighborhood listening sessions to ensure ample opportunity for our residents to give feedback, and encourage everyone to become more involved in shaping our community.
  • Celebrate our city’s diversity when seeking employees, volunteers and holding community events.
  • Work together with our Law Enforcement and Fire Department to assure they have the necessary resources to provide the best training and to keep our community safe.
  • Further our completion efforts of the comprehensive pedestrian plan to create safe routes to schools, parks, businesses and other city amenities.
  • Prioritize the completion of current park improvement projects.
  • Continue to make economic development, such as the Signal Hills property, a high priority and promote our city at a regional level.
