Why am I running for Mayor?

As Mayor, I will provide strong leadership to continue moving the city forward.  The time to bring strength and stability is now.  My lifelong engagement in our community and 5 ½ years on the city council, has enabled me to clearly understand what makes West St. Paul special.  It will be my job, as Mayor, to inspire the council and community to unite and achieve our common goals.   I will encourage our council to be prepared for every meeting to ensure that our time is used efficiently and productively.  I look forward to using my experience, passion, and drive to enrich the city that I love.

What is my vision for West St. Paul?

  • Monitor the city’s operational and capital improvement budgets to allow our annual tax levy to be kept to a minimum.
  • Lobby our State Legislators to provide additional funding for West St. Paul.
  • Continue to improve the city’s streets to better reflect the quality of our city.
  • Collaborate with School District 197 to highlight the quality of our educational system. 
  • Provide more open forums to ensure ample opportunity for our residents to give feedback, and encourage everyone to become more involved in shaping our community. 
  • Celebrate our city’s diversity when seeking employees, volunteers and holding community events.
  • Work together with our Law Enforcement and Fire Department to assure they have the necessary resources to keep our community safe.
  • Uphold our current bike and pedestrian plan to create safe routes to schools, parks, businesses and other city amenities. 
  • Prioritize the completion of current park improvement projects.
  • Continue to make economic development a high priority by creating new business opportunities and promoting our city at a regional level.

Who Am I?

  • Married for 32 years with 4 children, a host daughter, and 3 grandchildren

I have witnessed Dave's unbridled commitment to West St. Paul in multiple capacities: as a loyal Dodge Nature Center employee (forever!), as a dedicated Sibley Hockey volunteer, as a caring neighbor, as a friend to all, and more recently as an open minded City Councilman. Dave makes the time to listen to others. He has reached out to me multiple times to better understand school district opportunities. West St. Paul is in great hands with Dave looking out for it.

I’m voting for and asking West St Paul residents to vote Dave  Napier for mayor.  Six years ago Dave replaced  me on the city council.  Shortly after he joined the council I asked him how it was going.  His reply was that he liked being on council and was learning a lot about city government.  Dave is also an active contributor to the community with Kiwanis and hockey boosters.  Dave has done an excellent job representing residents of Ward 3 on our city council and he will be an excellent mayor. Please join me and vote Dave Napier for mayor.

 I have known Dave Napier, a life long resident, for many years. We coached baseball together for my grandson and one of his sons in the West St. Paul program for a few years. I have served with Dave on the West St. Paul Council for more than 5 years now. He is level headed, thoughtful, respectful and most of all, willing to listen to other opinions. His leadership skills will serve the citizens of our city well. West St. Paul is positioned for many exciting new development projects; Hy-Vee is just the first of many possibilities. Believing in West St. Paul! What a great slogan. I too believe in West St. Paul and Dave Napier has my vote. We didn’t grow up together, but I’ve had the pleasure of getting to know Dave through his public service to our city. He is a recognized leader on the city council and just the type of leader we need to join together to keep moving our city forward. Dave is serious and still respectful, strong and yet humble, smart but not smug. He listens to everyone. Those aren’t qualities we often see in candidates for elected office, but they are qualities we see in our neighbors.
